Nobleford Recreation and Parks 2005 CFEP application,
GENERAL CONCEPT
The municipality of Nobleford and its area citizens desire and are willing to commit to creating a
community with the highest quality of living anywhere in Alberta. Our 5 year plan will include:
a paved 5 kilometre walking path wondering through our parks, recreation facilities and nature
environments, numerous historical interpretive stations with rest facilities. The path project will
compliment the Alberta Historical designated NOBLE Museum facility. The 5 year plan also includes
development in 3 of our parks consisting of a 1000 sq foot gazebo style structure suitable for concert
performance in Centennial Park, a 1000 sq foot shelter style interpretive building in Heritage park , a
shelter style enclosed building over our Non- refrigerated ice rink, seasonal water park, upgraded
playground equipment, picnic tables, benches a outdoor climbing wall and skate board park,
PROFILE
Our community serves the immediate population in Nobleford and the County of Lethbridge.
The Village of Nobleford population is 615 with 34% of the population under age 19. The Village is a rural
community 40km North west of the city of Lethbridge and in the County of Lethbridge. The K to 12
School in Nobleford has an enrolment of 260 students in 2004/2005, The Historically designated Noble
Museum will eventually serve regional, provincial, national and international visitors.
PROJECT INTRODUCTION
At Community meetings in 2002 and 2003, citizens made requests to the Village elected council to
investigate upgrading the Village recreation opportunities and Parks. In June 2004 the Village of
Nobleford CAO was directed by council to investigate and report to council on a Recreation and Parks 5
year plan concept
In July 2004 a recreation and Parks committee was formed consisting of Nobleford and area citizens. The
committees mandate was to advise council on possible projects and help create a concept and plan for
the next 5 years. The 2004 adopted, bylaw #589, Municipal development plan for the village includes
upgrading recreation and parks projects. During the 2004 civic election the recreation and parks projects
were priority issues. The Village citizens voiced their concerns to the candidates regarding improving the
quality of life for families in Nobleford. The newly elected council made a commitment to the citizens of
Nobleford to responsibly proceed with plans to improve the Village recreation opportunities, services and
parks with a fundamental objective of creating a healthy quality of living for families. In September of
2004, after a number of committee presentations to council, a 5 year recreation and parks plan was
adopted by council. In spring 2005 council budgeted for a possible $30,000.00 contribution in 2005 for the
initial phase of the 5 year plan. This $30,000.00 would only be available for the projects if an equal
amount was raised from donations.
PROJECT DETAILS
The project started with the CAO working with the citizen committee and studying the existing recreation
opportunities and parks in Nobleford. The study indicated that some of the recreation equipment in the
parks was dangerous and was removed. Some equipment was repaired. Some equipment and
designated space was obsolete. The committee and council prioritize the identified projects and decided
to complete the skate park project before proceeding with the next phase. The skate park construction
was realized in 2005 thanks to a CIP grant, Village funding, corporate sponsorship and many volunteers
and donations.
This, The 2nd phase, of the 5 year plan is about healthy enjoyable benefits for all ages. The center of this
phase of the 5 year plan is the paved walking path that wanders through our parks, recreation facilities
and nature environments, numerous historical interpretive stations with rest facilities. The path will start in
the Nobleford Heritage Park where there is a historical display of a variety of equipment, which will be
complimented by addition trees, benches, tables, and a new water fountain oasis. There will be a
specialty youth climbing wall and unique saucer swing for the youthful attitude. There will be educational
